The Puerto Rico Science, Technology and Research Trust (PRSTRT or Trust) is a private non-profit organization created in 2004 to encourage and promote innovation, transfer, and commercialization of technology and creation of jobs in the technology sector. The Puerto Rico Public Health Institute (PRPHI), established in 2019, is a program of PRSTRT. We serve as a public health institute for Puerto Rico with the purpose of promoting innovative, evidence-based public health practices to achieve systematic health improvements, increase access to health programs, and reduce inequities in the communities of Puerto Rico. We serve as a trusted ally working with health equity and social determinants of health, in collaboration with public and private partners to identify and execute community driven, evidence-based solutions.

The Evaluator will work closely with the Division Manager-Epidemiology and Evaluation to develop and implement the strategic vision for the Epidemiology and Evaluation Infrastructure of the Puerto Rico Public Health Institute (PRPHI). This role is responsible for working with multidisciplinary teams to provide continuous quality improvement and evaluative support to the PRPHI divisions. The person should have the ability to identify and assess issues and trends, and the capacity to interpret data from different sources. The candidate should be proficient in data analysis, including the ability to research, summarize, and analyze quantitative and qualitative information. Strong writing skills are essential for developing recommendations and reports. The candidate should be detail-oriented, highly organized, and possess excellent communication abilities to effectively share findings with stakeholders.

• Establishing and maintaining a framework and standards for program evaluation for all the PRPHI divisions.
• Coordinate and support research and evaluation studies, including study planning, timelines, and collaboration with internal and external partners.
• Lead and contribute to the development of research and evaluation protocols, including methodology, data collection procedures, and evaluation frameworks.
• Identify patterns, trends, and correlations in data to support evidence-based decision-making and program improvement.
• Evaluate public health strategies and programs, including efficiency, processes, outcomes, and cost effectiveness.
• Collaborate with the staff and management team in the planning and evaluation of the PRPHI divisions.
• Facilitate the ongoing process of program design, implementation, and revision.
• Plan and implement educational activities on program evaluation, as needed.
• Communicate results to diverse audiences, including public health professionals, policymakers, and community stakeholders.
• Participate in the development and implementation of surveys and assessment tools.
• Collect, manage, and analyze quantitative and qualitative data related to the projects.
• Identify patterns, trends, and correlations in data to inform evidence-based decision-making.
• Prepare evaluation reports that relate to evaluation objectives.
• Develop work plans in terms of the evaluation process.
• Coordinate and conduct meetings and presentations, effectively and professionally.
• Ability to engage with a wide range of stakeholders.
• Conduct comprehensive evaluations of public health programs to assess their impact on community health.
• Collaborate with program managers and stakeholders to ensure alignment between program goals and evaluation strategies.

• Knowledge of or familiarity with frameworks for program evaluations including CDC evaluation framework.
• Knowledge in the development of evaluation plans.
• Experience in developing and articulating program goals and objectives in a structure supporting evaluation.
• Experience with evaluations using mixed method approaches (quantitative and qualitative).
• Experience coordinating research and evaluation studies, including timelines, data collection activities, and collaboration with multidisciplinary teams.
• Experience in writing and contributing to research and evaluation protocols, including methodology, data management, and human subjects considerations (eg, IRB processes).
• Strong report-writing skills.
• One year experience with Office 365 products including SharePoint, OneDrive, and Teams.
• Proficient in Excel (Advanced).
• 1-2 years of experience with database skills, including SPSS, RStudio, Python and SQL data relationships and structures.
• Experience using platforms such as Qualtrics XM, Survey 1-2-3, and RedCap.

• Master's degree in public health with a concentration in evaluation, epidemiology, or biostatistics.
• At least two years of experience in evaluating projects in public health or related fields preferred.
• Demonstrated experience coordinating research and evaluation studies, including planning, implementation, and documentation.
• Experience in developing and contributing to research and evaluation protocols, including data collection methodologies and evaluation frameworks.
